The Indian Health Service (IHS) is modernizing its electronic health record (EHR) systems while strengthening cybersecurity to protect sensitive patient data. IHS CISO Benjamin Koshy joined GovCIO Media & Research at CyberScape: The Federal Cybersecurity Summit to discuss how his agency is building a culture of cyber awareness among clinicians and staff. Koshy also outlined the challenges of securing telehealth services in remote environments and how AI is helping cybersecurity teams more quickly identify and respond to threat actors.
The global supply chain supporting U.S. military operations faces persistent cyber threats from adversaries targeting both government systems and the broader industrial base. Speaking at the CyberScape Federal Cybersecurity Summit in April, Defense Logistics Agency CIO Adarryl Roberts said the agency is prioritizing efforts to secure small suppliers while protecting AI-driven decision pipelines. Roberts said DLA's first line of defense in managing third-party risk remains contractual enforcement. The Defense Federal Acquisition Regulation Supplement (DFARS) enables the agency to require prime contractors to ensure subcontractors meet federal cybersecurity standards, he added. As DLA expands its use of artificial intelligence for logistics planning and operational decision-making, securing the data pipelines that feed those models has become a top priority. Roberts pointed to multifactor authentication and the War Department's zero-trust architecture as foundational, enabling DLA to inherit cloud-native protections while layering on departmentwide cybersecurity policies.
JoJo D, The Chaos Guru, in conversation with Taylor Kelley, business development director at GDIT, discussed what it really takes to stay grounded in the high-pressure world of cybersecurity and tech. Kelley shares her path as a young professional in a male-dominated field, opening up about imposter syndrome, earning credibility and learning to use her voice. The discussion goes beyond career growth, digging into the realities of balancing demanding roles with personal life, including her experience as a working parent. The conversation offered practical advice for how to set boundaries without guilt, communicate transparently, build supportive relationships and know when to ask for help. She also shared how the role of therapy, community and small habits played in maintaining resilience when work feels overwhelming.
The Army is accelerating its push to operationalize artificial intelligence, moving beyond experimentation to deliver mission-ready capabilities at scale. The service's Project ARIA targets high-value use cases to reduce administrative friction and deploy AI tools directly to soldiers faster. Enterprise Cloud Management Agency CTO Gabe Chiulli explained how the initiative is reshaping the service's approach to AI adoption, shifting from broad ambition to targeted, soldier-level impact. The project, launched in March, brings together global industry and academic experts to provide an outside perspective on the Army's most persistent operational challenges. The effort examines everything from logistics to policy and day-to-day workflows to identify where AI can drive the greatest impact. Scaling AI across a force of nearly 2 million personnel requires more than technology. It demands new processes, faster acquisition pathways and a reassessment of risk. Chiulli said ARIA is intentionally designed to move at commercial speed, helping the Army rapidly translate innovation into operational advantage.
The Pentagon is accelerating efforts to deliver new capabilities to the battlefield. At Fort Bragg, the Army's XVIII Airborne Corps launched the Lt. Gen. James Gavin Joint Innovation Outpost (JIOP) to bridge the gap between frontline needs and the acquisition process. Rob Braun, CTO of the XVIII Airborne Corps, told GovCast the JIOP is reshaping how the Army defines and delivers operational requirements for modern warfare. Historically, requirements development was led by the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)), with limited warfighter input until later testing phases. The JIOP shifts that model, directly connecting soldiers with engineers and industry partners to rapidly prototype solutions and iterate based on real-time feedback, Braun said. The outpost is also changing how the Army evaluates operational risk as innovation cycles accelerate in active conflict zones such as Ukraine and the Middle East. To enable rapid experimentation, the JIOP uses off-post ranges and commercial-like environments to test emerging capabilities. This includes evaluating counter-UAS systems and exploring how artificial intelligence can connect sensors and effectors in a simulated commercial internet environment without the constraints of traditional military networks, Braun explained.
Tommy Gardner, CTO of HP Federal, joined us at CyberScape: The Federal Cybersecurity Summit to discuss the growing risks of adversarial AI as agencies accelerate adoption of the tech across mission-critical environments. He outlined how how threat actors are exploiting vulnerabilities in AI systems, from manipulating training data to probing model weaknesses. He also shared how agencies and organizations can build resilient AI systems, protect algorithms and data, and embed security into the development lifecycle without stalling innovation as threats become increasingly complex.
The Administrative Office of the Courts is using GIS to integrate security systems, enhance safety and improve the visitor experience. Kyle Yoder, threat management branch chief within the Judiciary Security Division, said GIS technology is helping the agency integrate applications that support incident management, public safety and physical security operations. Speaking with GovCIO Media & Research at Esri's FedGIS Conference in Washington, D.C., Yoder said the office is replacing disparate systems with a more unified platform. The updated approach enables virtual walkthroughs of court facilities to enhance visitor experience while allowing employees to familiarize themselves with safety procedures and equipment in a virtual environment.
Hemorrhage is the leading cause of preventable death on the battlefield. More than 90% of service members who die from uncontrolled bleeding do so before reaching a medical facility. At GovCIO Media & Research's Defense IT Summit, Jacques Reifman explained how APPRAISE, an AI-enabled decision support system, helps combat medics triage casualties near the point of injury and assess hemorrhage risk. By analyzing patterns in vital signs, including heart rate and blood pressure, APPRAISE can estimate the likelihood of hemorrhage, helping medics prioritize treatment and evacuation decisions in real time. Reifman said training large AI models for military medicine can be challenging because available medical datasets are often small and limited to controlled laboratory studies. To overcome that constraint, researchers use mathematical models to generate synthetic data, creating simulated patients that allow AI systems to train on much larger datasets.
