When he realised there was a quote for driving test passes and that people were passing that shouldn't have, or failed when they should have passed he started questioning it. Rob doesn't let go when injustice is at play and this has ultimately lead to him being in court several times and more recently put in prison for contempt of court. An experience he never wants to repeat.
