Bailey was arrested twice but never charged in Ireland, where prosecutors said the evidence fell short, and he maintained his innocence until his death. Yet the case refused to rest, moving across borders when a French court convicted Bailey in absentia and Ireland refused to hand him over. What followed was a saga of conflicting witness accounts, questions about the original investigation, and two nations at odds over how to deliver justice.
