Project Stargate: The The Government’s Secret Psychic Spy Program

Project Stargate was the late name for a shifting network of United States government programs that investigated remote viewing: the claim that a person could describe a distant, hidden, or unknown target without using ordinary senses. Beginning with CIA-supported experiments at Stanford Research Institute in 1972, physicists Harold Puthoff and Russell Targ tested subjects including Ingo Swann and Pat Price. By the late 1970s, Army intelligence personnel at Fort George G. Meade were producing remote-viewing reports under code names including GRILL FLAME, CENTER LANE, SUN STREAK, and eventually STAR GATE.The program’s supporters pointed to striking sketches, target matches, and later laboratory studies that produced statistically unusual results. In 1995, statistician Jessica Utts concluded that psychic functioning had been established. Psychologist Ray Hyman agreed that some results were statistically significant, but argued that the evidence did not establish a psychic cause or satisfy the need for independent replication.The larger question was operational. Could vague impressions, mixed with errors and unverifiable material, help locate hostages, assess Soviet facilities, or guide real intelligence decisions? The American Institutes for Research found no demonstrated evidence that remote viewing produced sufficiently specific, reliable, actionable intelligence. The CIA ended the program in 1995.The surviving archive proves that the government investigated psychic espionage for more than two decades. It does not prove that psychic spying worked, nor does closure explain every disputed statistical result.
